R-22 Refrigerant Is No Longer Available: What That Means for You & Your AC
Why Was R-22 Banned in the First Place?
R-22, also called HCFC-22 or Freon (which is actually a brand name owned by Chemours), was the standard refrigerant in residential and commercial AC systems for decades. In the 1980s, scientists confirmed that R-22 and chemicals like it were destroying the ozone layer, the part of the upper atmosphere that protects everyone on Earth from ultraviolet radiation.
In response, more than 190 countries signed an international treaty called the Montreal Protocol on Substances that Deplete the Ozone Layer, which the U.S. State Department describes as one of the most successful environmental agreements in history. The treaty required participating countries to phase out ozone-depleting substances on a set timeline.
In the United States, Congress wrote those obligations into the Clean Air Act. The Environmental Protection Agency was tasked with managing the actual phaseout of HCFCs like R-22, which it did over a roughly 20-year period.
So R-22 was not banned because of price gouging or a hidden agenda. It was banned because it was scientifically proven to be tearing a hole in the ozone layer, and the U.S. agreed by treaty to stop using it.
When Did R-22 Production Actually End?
The phaseout happened in steps:
- 2003. EPA banned the production and import of R-22 for use in any new equipment. After this date, AC manufacturers could not build new systems that used R-22 from the factory.
- 2010. R-22 production for any purpose was sharply restricted. Existing systems could still be serviced with R-22, but supply began to tighten.
- January 1, 2020. The complete ban took effect. Under EPA rules, virgin R-22 could no longer be produced in or imported into the United States. The only R-22 still legally available in the country is what is left in existing storage, plus reclaimed and recycled R-22 captured from systems being retired.
The full schedule is published on the EPA’s HCFC Phaseout page, and the rules governing refrigerant handling, recovery, and recycling fall under Section 608 of the Clean Air Act, which requires that licensed technicians handle these chemicals properly.
What that means in practice for South Florida homeowners: if you have an AC system manufactured before about 2010, it almost certainly uses R-22. That system can still be repaired, but the R-22 needed to top it off is no longer being made. The price has climbed steadily, and supply varies wildly. We have seen R-22 jump from around $40 to $50 a pound in the early 2010s to well over $100 a pound today, with some markets seeing higher spikes when supply runs short.
What Replaced R-22?
When manufacturers had to stop using R-22, the industry shifted to a class of chemicals called hydrofluorocarbons, or HFCs. The most common HFC refrigerant for residential AC has been R-410A, sometimes sold under the brand name Puron.
R-410A solved the ozone problem. It does not contain chlorine and does not damage the ozone layer. From 2010 forward, almost every new central AC system installed in the United States used R-410A.
But R-410A created a new problem. While it does not harm the ozone layer, it is a powerful greenhouse gas. Refrigerants are rated on something called Global Warming Potential, or GWP, which compares how much heat a chemical traps in the atmosphere compared to carbon dioxide. R-410A has a GWP of about 2,088, meaning one pound of it released into the atmosphere has the same warming effect as more than a ton of CO2.
The same international cooperation that addressed the ozone hole has now turned to greenhouse gases. In 2016, an amendment to the Montreal Protocol called the Kigali Amendment set a global schedule for phasing down HFCs like R-410A. The United States ratified that amendment in 2022.
What Is the AIM Act and How Does It Affect My AC?
In December 2020, Congress passed the American Innovation and Manufacturing (AIM) Act. This is the federal law that gives EPA the authority to phase down HFC refrigerants in the U.S., including R-410A. The AIM Act requires a roughly 85% reduction in HFC production and consumption over a 15-year period.
EPA has used that authority to issue several rules, the most important of which for homeowners is the Technology Transitions Rule, finalized in October 2023. That rule sets specific deadlines by which different types of new equipment must use refrigerants with a much lower Global Warming Potential.
For residential and light commercial AC systems and heat pumps, the rule set a Global Warming Potential limit of 700 for any new equipment manufactured starting January 1, 2025. R-410A, at a GWP of 2,088, does not qualify. A subsequent EPA decision in 2024 allowed a limited sell-through period, meaning systems that were manufactured before January 1, 2025 can still be installed through January 1, 2026.
In plain language: after January 1, 2025, AC manufacturers in the United States can no longer build new residential systems that use R-410A. After January 1, 2026, contractors can no longer install brand-new R-410A units. Existing R-410A systems already in homes can still be serviced and repaired, the same way R-22 systems can still be serviced today.
The chemicals that EPA has approved to replace R-410A fall under the Significant New Alternatives Policy (SNAP) program, which evaluates substitute refrigerants for safety and environmental impact.
What Are A2L Refrigerants Like R-454B and R-32?
The two main refrigerants that have replaced R-410A in residential AC equipment are R-454B and R-32. Both are classified as A2L refrigerants, which is a safety classification meaning they are mildly flammable but low toxicity. The “A” means low toxicity. The “2L” means low flammability.
A2L is a step up in flammability from the old R-22 and R-410A, which were classified A1 and were not flammable at all. But A2L refrigerants are very difficult to ignite. They require a high concentration in air and a sustained ignition source, and they self-extinguish quickly. Industry safety testing showed that the conditions required to actually ignite an A2L refrigerant inside a home AC system are essentially impossible to achieve in normal operation.
That is why every major safety code body, including the American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE), Underwriters Laboratories (UL), and the International Code Council, approved A2L refrigerants for residential use. That said, A2L systems do require some redesigned components, including leak detection sensors, updated electrical components inside the air handler, and slightly different installation procedures. What Does All of This Mean If I Have an Older AC System?
This is where the rules actually intersect with real life. Here is what to do depending on what you have at home.
If your AC system uses R-22 (typically manufactured before 2010): Your system can still be serviced, but R-22 is expensive and supply is unpredictable. If your system is leaking, the question is not whether you can fix it. The question is whether it makes financial sense to keep pouring R-22 into a system that will eventually need to be replaced anyway. A licensed technician should be able to give you an honest leak rate estimate and a cost comparison. In most cases, if an R-22 system is more than 12 years old and has a significant leak, replacement is the smarter long-term choice.
If your AC system uses R-410A (typically manufactured between 2010 and 2024): Your system is fine. R-410A is still legal to manufacture, sell, and use as a service refrigerant. There is no requirement to replace an existing R-410A system, and you do not need to panic. Plenty of R-410A will remain available for servicing existing systems for many years to come, just as R-22 is still being recovered and recycled for older systems today. The shift to A2L only applies to brand-new equipment manufactured after the deadlines above.

Should I Worry About A2L Refrigerants in My Home?
The honest answer is no, as long as the system is properly installed and serviced by a licensed contractor. A2L refrigerants are mildly flammable, but the new AC systems are specifically engineered around that property. They include built-in leak detection, redesigned indoor coil enclosures, and updated electrical components. Every major safety code in the U.S. has approved A2L refrigerants for residential use after extensive testing.
What matters most is the installer. A2L systems have specific requirements for line set sizing, vacuum procedures, leak testing, and electrical connections. An installer who treats an A2L system like a standard R-410A install can create real problems. This is one of those situations where the cheapest quote in town is almost never the right choice.
In South Florida, where AC systems run nearly year-round and homes are sealed against humidity and hurricanes, installation quality matters even more than it does in milder climates. A poorly installed system in Davie or Pompano Beach will fail faster than the same system in a place where it runs four months a year.
What If I Hear Conflicting Information About Refrigerants?
There has been a lot of misinformation floating around about the refrigerant transition, much of it amplified on social media. A few of the more common myths and the actual facts:
Myth: “R-22 is illegal to own.” Not true. It is illegal to manufacture or import virgin R-22 into the United States. Existing R-22 in storage, in working systems, or recovered from decommissioned systems remains legal to use and service.
Myth: “You have to replace your R-410A system right away.” Not true. Existing R-410A systems are legal to keep and to service. Only the manufacture and installation of new R-410A residential equipment is restricted after January 1, 2026.
Myth: “A2L refrigerants will explode in your house.” Not true. A2L refrigerants are mildly flammable under specific lab conditions but are not explosive, and the engineered safety features in modern A2L AC systems prevent the conditions required for ignition. EPA, ASHRAE, and UL have all confirmed their safety for residential use.
Myth: “The refrigerant change is the reason AC prices are so high.” Partially true. What Should I Do Now?
For most South Florida homeowners, the right response to all of this is fairly simple.
- Find out which refrigerant your current system uses. Check the data plate on your outdoor condenser. It will list the refrigerant type, usually as R-22, R-410A, or R-454B. If you cannot find it, any licensed technician can tell you in about thirty seconds during a maintenance visit.
- If you have an R-22 system, plan for replacement on your terms, not the system’s. Waiting until the unit dies on the hottest day in August means paying emergency rates and accepting whatever equipment is available. Planning ahead in the spring or fall lets you choose the right system at a normal price.
