When a Backflow Assembly Is Required
South Florida code requires a backflow prevention assembly on any water connection with a plausible risk of contamination flowing backward into the potable supply. That includes more setups than most people realize.
The single most common residential requirement. Any sprinkler or drip irrigation system tied to the city water supply needs a backflow assembly at the point of connection.
A dedicated fill line into a pool or spa needs backflow protection so pool chemistry can’t siphon back into the supply.
Commercial and multi-family fire lines require assemblies specific to fire service, typically a double check valve or reduced pressure zone type depending on the hazard classification.
Restaurants, medical offices, industrial, warehouse, retail. Any commercial water service typically needs an assembly at the meter or at the point of use, depending on the hazards on-site.
Chemical treatment in boiler water requires isolation from potable supply. Same for closed-loop hydronic systems.
Grease traps, dish machines, coffee equipment, and prep-sink connections all sit downstream of a required backflow assembly.
Any water connection tied to patient equipment (chairs, sterilizers, dialysis) is a high-hazard cross-connection under code.

The Four Device Types You’ll See
The device on your property depends on the hazard level and application. Naming it matters when it’s time to test, repair, or replace it.
Most common on residential irrigation. Installed above grade at the connection point. Simpler assembly, easier to test, easier to replace when it fails.
Low-hazard commercial and fire line applications. Two independent check valves in series. Can be installed below grade in a vault or above grade.
The workhorse for high-hazard applications: chemical injection systems, boilers, most commercial water service. Includes a relief valve that discharges to atmosphere if either check valve fails.
Basic protection at hose bibbs and some fixture-level applications. Not testable and not a substitute for a PVB or RPZ where those are required.
Why South Florida Requires an Annual Backflow Test
South Florida utilities enforce the annual backflow test because a failed assembly is a genuine public-health risk. Here is what is actually at stake.
- The utility tracks your compliance: your test report goes to the water utility. Miss it and you’ll get a notice, then a fee, then a shutoff threat.
- Devices actually wear out: the springs, seats, and rubber components inside a check valve degrade under Florida water conditions. A device that tested good a year ago can fail today.
- Contamination risk is real: a pressure drop in the city main (fire flow event, main break) can siphon irrigation water, pool water, or boiler water backward into the drinking supply. A working assembly is what stops that.
- HOA and property management audits: commercial insurance, HOA compliance reviews, and property-management inspections routinely audit backflow test records. Missing one shows up in your file.
- Certified tester requirement: the test itself has to be performed by a state-certified backflow tester. It’s not a self-report or a homeowner check. It’s a documented test with gauged results filed with the utility.

Repair After a Failed Test
Best for: an assembly that failed the annual test but is otherwise the right device.
Failed tests are usually a check valve or relief valve that’s not seating properly. We rebuild the internals with a manufacturer repair kit, retest, and refile the report. Faster and cheaper than replacement when the housing and body are still sound.
Full Replacement
Best for: assemblies that are obsolete, damaged, or too worn to repair.
When the housing is cracked, the body is corroded, the model is out of production, or the failure is beyond a repair kit, we replace the assembly with a new code-compliant device. Test on the new device, file the report, done.
New Installation
Best for: new irrigation, pool auto-fill, commercial fit-out, or restaurant build-out that needs an assembly for permit and inspection.
We size the correct assembly for the application and hazard classification, install to code with proper isolation valves and test cocks, initial-test the new device, and file the report with the utility. Permitted and inspected work. The homeowner or business owner signs the permit and is present for the final inspection.

How often does my backflow assembly have to be tested?
Once every 12 months in Miami-Dade, Broward, and Palm Beach counties. Most utilities send an annual test notice with a deadline. The test has to be performed by a state-certified backflow tester and the results filed with the utility. Missing the deadline typically triggers a notice, then a fee, then a shutoff threat.
What if my backflow assembly fails the test?
We tell you on-site and quote the fix. Failures are usually a check valve or relief valve that’s not seating properly, and most repairable assemblies get rebuilt with a manufacturer repair kit, retested, and refiled the same visit. If the assembly can’t be repaired (obsolete model, damaged housing, corroded body), we quote a replacement with a new code-compliant device.
Do I need a permit for a new backflow assembly?
Yes for new installations. Backflow assemblies added as part of an irrigation install, pool project, commercial fit-out, or restaurant build-out are permitted work in South Florida cities. Total pulls the permit, installs to code, initial-tests the device, and files the report. The homeowner or business owner signs the permit and is present for the final inspection. Routine annual testing on an existing assembly does not require a permit.
My utility sent an annual test notice. What do I do?
Call us with the notice in front of you. We need the assembly type (if the notice lists it), the address, and the utility’s deadline. We’ll schedule the test, run it on-site, file the report directly with your utility, and give you a copy for your records. Most annual test appointments run 30 minutes on-site.
Do you test both residential and commercial backflow assemblies?
Yes. Single-family irrigation PVBs, pool auto-fill assemblies, commercial RPZs, restaurant kitchen assemblies, multi-tenant fire line DCVAs. Same certified tester, same day. Commercial and multi-family customers can also set up recurring annual testing so the compliance dates never slip.
Can I test the backflow assembly myself?
No. The annual test is a documented procedure that requires a state-certified backflow tester with calibrated test gauges. Utilities won’t accept a homeowner report, and DIY testing doesn’t detect the failure modes the certified test catches (leaking check valves, weak check springs, relief valve seating issues).
What’s the difference between an RPZ and a PVB?
Different devices for different hazard levels. A PVB (pressure vacuum breaker) is the standard for low-hazard applications like residential irrigation. An RPZ (reduced pressure zone assembly) is required for high-hazard applications (chemical injection systems, boilers, most commercial water service) and adds a relief valve that discharges to atmosphere if either internal check fails. Your utility or the permit sets which one is required for your application.
What happens if I ignore the annual test notice?
Progressive enforcement. First a follow-up notice from your utility, then usually a fee, then a formal violation, then a shutoff threat. Some utilities can and do shut off water service for non-compliance. Commercial properties may also get flagged on insurance and HOA audits. It’s much cheaper to test on time than to unwind a shutoff.
